PolyMeter

This system is composed of:

Power meter from 10dBm to -60dBm
RF generator 1MHz to 3GHz
Frequency counter to 3GHz
Noise Figure Meter
VNA 1MHz to 3GHz

The brain of the system is an ATMega32 part of the main board. That's the only part mandatory.
Everything else is facultative.
